Fighting Corruption in Engineering Industry Hydraulic Engineering Office of the Public Works Department of Taipei City Government Establishes Anti-Corruption Platform
To turn around the unlawful doubts and negative impressions of government engineering organizations on citizens, and at the same time boosting self-honor and employee morale of public servants in government engineering organizations, the Hydraulic Engineering Office of the Public Works Department of Taipei City Government (TCG), with the full support of the Department of Government Ethics of TCG, is pioneering an “Anti-Corruption Platform” in the engineering industry to comply with the nation’s development in government ethics and to implement the government ethics “anti-corruption” and “complaint-free from citizens” policies. In the future, review and reformation, followed by enlargement throughout engineering offices in the Public Works Department will be implemented depending on the effectiveness of the implementation on the Hydraulic Engineering Office.
Although the “Anti-Corruption Platform” exists in a virtual space, through the implementation of the platform, it provides the public and firms to link directly to government integrity units through multiple sources. Not only can the public report lawless and corruption through the platform to integrity units, the integrity units can also contact the firms as well as monitor them. In addition, encouraging and protecting whistle blowers, in order to further spotting potential engineering corruption. Also, immediate investigation, combating and stopping corruption achieves the goal of preventing and fighting corruption. It substantially decreases the number of cases in engineering corruption, maintaining construction quality as well as protecting and securing the property of citizens.

Regular contact and irregular (anytime) contact are ways of how contact is performed through the Anti-Corruption Platform. In terms of contact methods, direct visits, telephone contact, questionnaires and anti-corruption seminars are commonly used.
In order to implement probity and avoid omissions, the Hydraulic Engineering Office not only established, for the public, an “Anti-Corruption Platform” for the citizens and firms, but also established one for the interior, enabling employees to report improper administrative management and provide protection for whistle blowers. At the same time warn everyone about the consequences of corruption, thus reaching the effectiveness goals of the clean and competent government substantially.
Unlike the practices promoted in the past, the newly established anti-corruption platform will be focused on sustainable development and involving the public, providing fully confidential protection for whistle blowers. Also, it provides a safe and transparent way to report corruption, following up on cases and such, indicates the initiative and determination of Taipei City fighting corruption. In the future, an enlargement throughout engineering offices in the Public Works Department will be implemented.
